What is Neighbourhood Planning?

Neighbourhood planning was introduced in 2011 through the Localism Act.

Neighbourhood planning allows local residents and businesses to have their own planning policies in a neighbourhood plan that reflects their priorities, delivers tangible local benefits and has real weight in planning decisions.

In simple terms, a neighbourhood plan is:

  • A document that sets out planning policies for the neighbourhood area. Planning policies are used to decide whether to approve planning applications.
  • Written by the local community, the people who know and love the area, rather than the Local Planning Authority.
  • A powerful tool to ensure our community gets the right types of development, in the right place.

A neighbourhood plan is an important document with real legal force, therefore there are certain formal procedures that it must go through.

What will the Limpsfield Neighbourhood Plan influence?

The Limpsfield Neighbourhood Plan, will take into account the local character and attributes of Limpsfield.

Following public consultation, a referendum of all Limpsfield residents and a review by an independent Government Inspector, the Limpsfield Neighbourhood Plan will become a legally binding document.

This has to be taken into account by Tandridge District Council and Government Planning Inspectors when approving future changes or development in Limpsfield.

The Limpsfield Neighbourhood Plan will influence local planning as to the character, concentration and location of any new houses, the protection of green spaces and Green Belt.

It will also ensure that the local need for changes in infrastructure and certain public services are properly and formally communicated.

How Will the Plan Be Made?

Limpsfield Parish Council is responsible for the Neighbourhood Plan process. The parish council has set up a Neighbourhood Plan Steering Group and four Topic Groups that consists of parish councillors and members of the community.

The Topic Groups will cover:

  • Housing & Development
  • Design & Heritage
  • Environment & Local Economy
  • Community Assets & Infrastructure

Can I Be Involved?

There will be a public consultation process during the Neighbourhood Plan preparation and every Limpsfield resident will have the opportunity to vote on the plan before it can be adopted.
